For a ban against cigarettes

This is the explanatory note of a bill that I intend to file when I become a Senator of the Republic (if we are still a Republic by then).

EXPLANATORY NOTE

It is the duty of the State to protect the people’s right to health. It is also the duty of the State to instill health consciousness among its citizens. A healthy citizenry leads to a healthy State.

Smoking has always been bad for one’s health. Many studies have been conducted, and all of them proved that cigarette smoking is dangerous to health. Lung cancer, skin disease, respiratory problems, and countless ailments are caused by this nefarious addiction, wreaking havoc among families and friends. Clearly, unwanted deaths caused by cigarette smoking is contrary to State policy and should be stopped.

Recent developments, however, makes things worst.

One recent study had shown that cigarette smoking can lead to delusion with megalomania complex. While the study pertains to a certain government official who had decided to expose his megalomania by posting on the Internet under a pseudonym, the result is troubling nonetheless, due to the fact that the subject of the study is a government official. A government official who has the power to make or unmake things, a government official who has the power to alter the lives of the next generation - imagine such a government official who is delusional and megalomaniac. Imagine a government official who has forgotten his duty, all because of cigarettes. What havoc can such a government official inflict on our country? This addiction should never be allowed.

This Bill aims to criminalize the use, manufacture, importation, trade of cigarettes and cigarette-like products. This Bill also aims to prohibit the planting of tobacco, the primary material in the manufacture of cigarettes.

Approval of this Bill is earnestly sought.

    I don’t smoke and I will vote for you 100% when you will run for Senate. =)

    People above can’t even run anti-smoking campaign through media, TV especially. Prolly I can see that the DOH Sec loves smoking, actually all of them.

    All they care about is the next election, campaigning for themselves.

    I don’t smoke but nicotine has been demonstrated to give protection against Alzheimer’s disease!

    The occurence rate of this incurable disease is very significantly lower in smokers than the rest of the population.

    I smoke occasionally but never got addicted. I avoid smoking when children are nearby, which makes me a responsible smoker. I remember one guy here who claims that he has a right to smoke on the sidewalk even when minors are nearby. Irresponsible smoker that one.

    Logically smoking is bad but so is drinking whiskey. Drinking wine has benefits though and beer and wine allowed the human race to live on during eras of plague. Smoking has a long history, too. Driving is bad (vehicles are the world’s biggest killers and exhaust gases are bad for the environment).

    So… when I become president, I’ll go after private vehicles and hard, hard alcoholic drinks, as well as smoking on sidewalks.

    smoking is not addictive per se. It’s the fault of the smoker if he gets addicted. Addiction is only in the mind.

    we all have megalomania. everyone exercises it one way or another. It’s just that it just lurks within each and every one of us.

    so, don’t blame smoking for it.

    I will fully support you if you meet my conditions:

    1. implement with at least a one year lead time alternative means of livelihood to our fellow Filipinos who are making a living from planting and harvesting tobacco up north. Said means should at least equal amount of revenue they are earning

    2. propose an alternative source of tax revenues to offset those that tobacco companies pay.

    I was thinking of adding more points but seeing how even the richest nations can’t do them, two will do for now.
